WHO Confronts Significant Staff Cuts After United States Financial Pullout

The global public health organization revealed plans to reduce its staff by nearly a quarter – amounting to more than 2,000 positions – by the middle of 2026.

Funding Crisis Triggers Substantial Reorganization

The decision comes after the United States, previously the agency's biggest donor, pulled out funding earlier this period.

The US government was responsible for approximately eighteen percent of the agency's overall budget, creating a significant financial shortfall.

Projected Staff Cuts

According to internal estimates, the staff is expected to drop from nine thousand four hundred and one positions in January 2025 to approximately seven thousand and thirty by mid-2026.

The decrease of two thousand three hundred and seventy-one positions comprises staff reductions, retirements, and natural attrition.

"This year has been one of the most difficult in WHO's history, as we undertook a painful but essential journey of prioritization and realignment," commented the organization's director-general.

Budget Shortfall Persists

This Geneva-based organization currently confronts a funding shortfall of $1.06bn for the 2026-2027 biennium, representing nearly a fourth of its required budget.

This amount represents an reduction from a prior projected shortfall of $1.7bn reported in May.

Not Included Finances

These budget projections exclude a further $1.1bn in expected contributions from ongoing negotiations with various donors.

A spokesperson for the agency noted that the present unsecured part of the biennial budget is actually smaller than in earlier periods, crediting this to multiple reasons:

  • A smaller overall budget
  • Initiation of a new donor outreach campaign
  • Higher in participating countries' mandatory contributions

This realignment process is now nearing its end, allowing the agency to move forward with a renewed operational model.
