English Local Authorities Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a recent study of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and land to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

The group noted that a high proportion of councils attempting to generate funds from a fire sale of holdings represented “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would focus on service redesigns and using financial reserves to manage increasing fiscal pressures.”

Specific Examples of Planned Sales

One local authority in Kent announced its asset disposal plan included the disposal of a retail complex in a local town and a social club in Rochester to generate £20m over the next half-decade.

  • A local golf course and business parks held in two English counties, which all provide rental income for Medway council, will also be sold under the strategy.

Local Levy Rises and Broader Financial Pressures

The survey of local authorities in the key cities group, which covers several urban centers, also found that over seven in ten of authorities will need to raise local levies next April to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

The authority explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both improved services and financial savings,” said a council leader.

He added: “There are demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Projections

Research of county councils recently further found local finances being stretched by the growing number of children and adults requiring Send support.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Financial Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” said the study.

“Although only one key city is among the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The figures highlights the scale of difficulties facing municipal officials across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the actual extent of disadvantage and demand,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the past 12 months, the survey revealed.
